Well, I doubt he'll come...but I've been proven wrong before.

Maybe after some time to think about it he'll change his mind about the GGA.
If not, then I'm sure there are some other hobbies he can try that don't have rules/guidelines...oops..no...I think they all have them so play is fair for all and keeps their hobby out of trouble.
Maybe he can start a new one that doesn't have rules/guidelines.

A little off-topic, but just a little insight as to why this activity is prohibited on NPS land.

As a former NPS employee, let me clarify a few things. One of the goals of the NPS is to preserve the areas under their purview as close to original condition as possible. The NPS does not want people tramping off-trail, increasing erosion problems, etc. Also, many times these restrictions are in place for safety reasons. When I worked for the Chickamauga/Chattanooga National Battlefield Park, there was a lot of unexploded ordnance around. "From the Civil War?" you might say, but nope, from when the park was a World War One Army training depot. How would you like to be superintendent of a park and have some tourists blown into their component molecules searching for Geocaches?
Remember, any government employee is most likely to go into "CYA" mode and prohibit an activity rather face censure!
