First some history
Back in 2001, mtn-man provided me with the name and phone number of Forest Service Zone Lands Specialist for Chattooga District, which includes the LRWMA (Lake Russell Wildlife Management Area). He gave what I took to be permission to place caches in the LRWMA. At that time I placed the Soapstone Mountain cache.

Now about the geocache
So when I found out about the railroad fill and decided to place geocache there, I first thought of making it a single stage cache. However it being a historical location made me think of the signs describing the various homesteads in there. Since all of us (Robert, my wife and myself) found them interesting, we thought it would be a nice improvement to the cache to make it a multi-stage which routed the cache hunters to them. So I contacted Jim Winsness, a private individual who with FS knowledge placed the signs. He thought it was great idea and gave me permission to use his signs as waypoints. I set it up and posted the advance notice here.

However in passing Jim mentioned to the local ranger about the cache. It appears that the Zone Lands Specialist had never told him about geocaches. He informed me he and the archaeologist must give permission. I have contacted him and Jim has been acting as an advocate for me. Sending the ranger comments like If a drunk in a car or on a horse can see the sites, we should not have a problem with a technological capable person and their GPS.

But right after the ranger said I needed permission, he went on vacation. I offered to meet with him and the archaeologist so that we could work out any concerns. Now that he has returned, he said several of the FS people are out west helping with the forest fires and I will have to wait

So while permission (which I thought I already had) hasn’t been given, it hasn’t been denied either. If it is completely denied, I will ask one of the local approvers to let it go online long enough for those of you that found it to log it. Then I will archive it. Hopefully once things settle down, it will be approved in some form.

The "I" isn't me, that is a direct quote from the district ranger's email to me. He is the "I" in the quote, and is telling me to be patient.

Well several weeks ago, I got a letter outlining what I need to provide him. However I have been putting so much time in on the day job, when I get home I don't feel like doing paper work. It is beginning to slack off so maybe I can it started in the next few days. I would like to get it active before the hot summer weather arrives.

The past couple of days notwithstanding (I finished last nights' softball game in the rain and cold in shorts), you'd best get your groove on then. It's fixing to be EoCCS* very soon, and I suspect for others.

All goofing aside, this is still a good thing. (except for playing sweat shorts last night - that sucked). Looking forward to seeing what happens.

If the moratorium turns back into a ban on physical geocache. I will work with an approver to get it "active" long enough for the people who found it to log it, then archive.

But hopefully when the moratorium turns back to geocaches allowed. I will try to get it approved. Of course the Forest Service may add rules that it can't meet, in that case see above. But until they say, what if any new rules will be there, I can't tell if it will meet them or not.

Finally after getting approvals from at least 3 different officials across three years, Lake Russell Historic Decisions is live.

Since it was hidden back in the days when "advance notice" meant before submitting to GC.Com it already has been found.

I forgot to mention, if anyone wants a Allen or Robert 2003 wooden nickel there are several in the geocache. I also added a couple of AllenLacy geocoins, please if there are two when you find it, only take one.
