I'm confused (not unusual)

Having read the above document, it seems rather ambiguous. A geocache can be placed in a state park if the park ranger says "okay", but it can only stay for several days???

That is for temporary event types of cache placements. Even still, you cannot place a permanent physical cache out without permission first, and most likely it will have to be located in the visitor center.

Baby steps is a good analogy. Getting our foot in the door is another.

Because of past transgressions the parks are skeptical of our sport so we'll have to slowly win them over.

Over time I'm sure we will.
